I'd reduce it a tad more to start. My purpose for obtaining Pile-Driver and the other loose WLN bullets, and the included dummy rounds is to assure the rifle will feed aggressive WLN bullets reliably.

I don't know who designed it, you could email Beartooth and see. I've established them to be safe in my gun, and as other people seem to exceed them just fine, I'm personally sure they are safe. I have made a few of them with an OAL of 2. But such things do happen from time to time.
